In order to thoroughly implement the requirements of the "Notice on Conducting Specialized Safety Education and Training for All Employees and a Comprehensive Hidden Hazard Investigation" issued by the Office of the Work Safety, Disaster Prevention, Mitigation, and Relief Committee of the Xin'an Economic and Technological Development Zone, to effectively strengthen the company's workplace safety defenses, safeguard employee lives and property, and ensure the orderly progress of production and operations, Luoyang Hanfei Power Technology Co., Ltd. (hereinafter "Hanfei Power"), under the leadership of senior management, launched two key initiatives prior to resuming work after the May Day holiday. These consisted of company-wide specialized safety education and training, and a comprehensive self-inspection and self-correction campaign for potential hazards across all operational areas. These substantive measures are designed to implement safety responsibilities and solidify the foundation of workplace safety.

This safety campaign was strictly aligned with the Development Zone's notice requirements, closely following the safety characteristics inherent to the entire steam turbine R&D, production, and assembly process. It focused on the two core areas of training and inspection, aiming for complete personnel coverage, a plant-wide inspection scope, and strict adherence throughout. Senior management personally oversaw planning and deployment, establishing a dedicated task force, clarifying roles, detailing procedures, and supervising implementation step-by-step. This ensured all tasks were carried out effectively without being superficial, genuinely translating the Development Zone's safety directives into concrete corporate safety actions, thereby shifting safety management from "passive compliance" to "active practice."
For the company-wide specialized safety training, the company tailored the program to the specific requirements of steam turbine production roles, comprehensively covering the ten key training areas stipulated in the notice. A multi-faceted approach of "case studies + practical demonstration + Q&A" was employed to ensure safety knowledge was thoroughly understood and internalized. The training emphasized the correct use and standards for personal protective equipment. It provided detailed explanations on core aspects such as workshop fire safety management, electrical system compliance, and the control of flammable and explosive materials, specific to the steam turbine production environment. For special equipment involved in operations, such as lifting gear and pressure vessels, the training focused on standardizing work procedures to eliminate unsafe practices and violations, while enhancing specialized safety training for personnel in high-risk roles like working at heights and electrical work. Safety induction and access control requirements for external visitors were also clarified, ensuring all personnel are familiar with control standards for key risk areas like confined spaces and lifting zones, thereby comprehensively boosting employee safety awareness and operational competence.
Following the training, the task force immediately began the plant-wide self-inspection for hidden hazards, focusing on the complete steam turbine production workflow. A thorough, dragnet-style inspection was conducted, leaving no blind spots or unchecked areas. The inspection centered on critical points including the operational readiness of workshop fire safety equipment, compliance of electrical installations, storage of hazardous materials, operational status of special equipment, and the clear accessibility of emergency evacuation routes. For issues identified, a hazard log was created on-site, specifying responsible persons, corrective actions, and deadlines, implementing a closed-loop management system to ensure all hazards are fully addressed. This effectively reinforces the workplace safety "protection network," adhering to the principle of "safety first, prevention-focused, and comprehensive management."
To further solidify safety accountability and strengthen defenses, the company, based on actual workshop conditions, established detailed workshop safety protocols, with particular emphasis on strict rules for employee vehicle parking and charging. It was explicitly stipulated that employee vehicles are prohibited from entering the production workshop area. Vehicles must be parked orderly and sequentially in the designated area outside the workshop entrance. Parking within the workshop or in unauthorized areas is strictly forbidden, as is the unauthorized use of electrical outlets for vehicle charging. These measures aim to eliminate at the source potential hazards such as fire or collisions arising from vehicle parking/charging, implementing safety management requirements down to the smallest detail. This further strengthens the closed-loop management of workplace safety, ensures a safe working environment in the production workshops, and solidifies the safety foundation for steam turbine R&D and production activities.
Throughout this safety campaign, the company strictly complied with the Development Zone's mandatory requirements. The entire training and inspection process was documented with photos and video. Relevant materials were meticulously organized into a complete set of records, which, after being signed and sealed by senior management, are retained for reference, ensuring full traceability and accountability.
